Obama vows to slash wasteful spending


President-elect Barack Obama vowed on Tuesday to cut billions of dollars from wasteful government programs as he sought to reassure Americans anxious about a growing mountain of debt and a faltering economy.

Obama held a second news conference in Chicago in two days, and planned a third for 10:45 a.m. EST (1545 GMT) Wednesday, seeking to calm see-sawing financial markets looking for signs that his incoming administration has a viable plan to tackle the worst economic crisis in decades.

He was expected to move away from the economy by early next week and announce some national security choices. They were reported to include making Sen. Hillary Clinton secretary of state and asking current Defense Secretary Robert Gates to continue in his post.

In his news conference on Tuesday Obama vowed to run a cost-effective and efficient government. "If we're going to make the investments we need, we must also be willing to shed the spending we don't."

"We cannot sustain a system that bleeds billions of taxpayer dollars on programs that have outlived their usefulness or exist solely because of the power of a politician, lobbyist or interest group," he said.

An obvious example, Obama said, were reports of crop subsidies to farmers who make more than $2.5 million per year. He did not say what other programs he was eyeing.

Obama named Peter Orszag and Rob Nabors as the top two officials at the Office of Management and Budget, charging them with examining federal spending to cut wasteful programs.

Orszag immediately resigned as head of the Congressional Budget Office. Nabors serves as staff director of the House Appropriations Committee. Both held White House positions under President Bill Clinton.

The two join a growing economic team which is already designing a stimulus package to jolt the U.S. economy back into growth -- a proposal Obama has said will be costly.

"Given the extraordinary circumstances we find ourselves in ... it is important for the American people to understand that we are putting together a first-class team and that we don't intend to stumble into the next administration," he said.

NEXT, NATIONAL SECURITY

Obama was next expected to announce the top national security jobs.

A senior Democratic source said Gates, who was appointed by Republican President George W. Bush in 2006, had agreed to stay on as defense secretary. The Politico news website also reported that retired Marine Gen. James Jones would be named as Obama's national security adviser.

Quoting officials in both Democratic and Republican parties, Politico said the announcements would be made early next week when Obama would also confirm his choice of Clinton.

Officials at Obama's transition office had no immediate comment on the report while a spokesman at the Pentagon said he had no information.

For the moment, however, Obama kept the focus on the economy, which was also expected to be the subject of Wednesday's news conference.

New figures have shown that the U.S. economy shrank more severely during the third quarter than previously estimated as consumers cut spending at the steepest rate in 28 years.

The Federal Reserve announced two new programs aimed at making it easier for Americans to obtain loans for homes, cars and on credit cards -- a $600 billion program to buy mortgage-related debt and securities, and a $200 billion program to increase the availability of consumer debt.

Markets initially cheered the launch of the programs, with the Dow Jones industrial average rising more than 100 points, or about 1.3 percent, within minutes of its opening, but later pared their gains.

The Bush administration and Fed have committed trillions of dollars to try to avert a financial meltdown. That will push the national debt well above $11 trillion.

Obama acknowledged that structural spending had created a "huge mountain of debt" but said addressing the ballooning deficit would have to wait until the economy was well on the road to recovery.

"The immediate needs of the economy and the long-term concerns are not necessarily incompatible," said Obama, who formally takes office on January 20.

Obama Sharpens His Budget Blade

President-elect Barack Obama had warned on Monday that he would begin detailing on Tuesday how he would make some of the "meaningful cuts" he is planning for the federal budget. "If we are going to make the investments we need, we also have to be willing to shed the spending that we don't need," Obama said. "We can't sustain a system that bleeds billions of taxpayer dollars on programs that have outlived their usefulness or exist solely because of the power of politicians, lobbyists or interest groups."

Despite the rhetoric, however, the President-elect on Tuesday singled out only a single program for elimination — crop subsidies totaling $49 million that the Agriculture Department paid out to 2,702 millionaires apparently too rich to qualify for them between 2003 and 2006. But Obama also promised significant federal-budget surgery to come. While many incoming Presidents have made such promises, not one in the past two generations has had the crowbar of looming economic calamity available that Obama does to force major changes in the way Washington taxes and spends. It may have been thin on details, but federal-budget hawks were pleased by Tuesday's announcement of big cuts to come. "The signals he's sending out are positive," says Robert Bixby, executive director of the Concord Coalition, a grass-roots group that advocates federal-budget discipline. "I'm as encouraged as you can be in the face of a trillion-dollar deficit." Bixby says Obama's tone — and the message that he's unwilling to pour federal dollars into combating the recession without assessing the merit of that spending — should help curb some appetites on Capitol Hill. "He talked about the need to cut wasteful government spending to make sure that taxpayers dollars are being spent efficiently," Bixby said. "It sends an important signal to Congress that he's not willing to yank the lid off and say, 'Anything goes!' "

As Obama's fledgling economic team bolts together a stimulus package that could cost the nation's taxpayers upwards of half a trillion dollars, the President-elect said the old ways of building a federal budget — often piling additional billions onto hidebound programs of dubious value — are over. He pledged that his Administration would go through the federal budget "page by page, line by line, eliminating those programs we don't need and insisting that those that we do need operate in a sensible, cost-effective way." He referred to the "hard-pressed middle class" and declared that "their government is on their side" — a jibe at the Bush Administration's preoccupation with restoring the fortunes of Wall Street. Obama said his key challenge is finding a way to pump funds into the economy on a short-term basis in a manner that spurs long-term economic growth. He suggested that such twofers might include middle-class tax cuts, changes in the tax code and investments in health care. When pressed by an Illinois reporter on what he would say to his cash-strapped former colleagues and friends in Springfield, where Obama served as a state senator, the President-elect said the question reflected old thinking. "I want to be clear: friendship doesn't [enter] into this," he said. "That's part of the old way of doing business."

Obama also announced that he is tapping Peter Orszag, currently head of the Congressional Budget Office, to head the White House's Office of Management and Budget, which coordinates federal spending.

The crashing economy has prompted Obama to begin acting presidential even before Inauguration Day. He has declared his intention to develop an economic stimulus package aimed at saving or creating 2.5 million jobs and promoting infrastructure improvements, environmentally friendly investments and health-care efforts, and he wants that package on his Oval Office desk for signing into law soon after he arrives at the White House. "We don't intend to stumble into the next Administration," Obama told reporters on Tuesday in Chicago. "We are going to hit the ground running." But unlike on Monday, when Obama's naming of his economic team accompanied a nearly 400-point boost in the Dow Jones industrial average, during Tuesday's conversation with reporters, major market indicators slumped but later began to rise again. Investors, no doubt, will be paying close attention when Obama holds a third press conference in as many days on Wednesday.

    No damage was caused to the metro station and the subway transport remains operating, police said.

We’ve tallied the numbers from Bangkok and Tanzania, from Ecuador to Fiji, from Jordan to India. I am so delighted to announce that they have far, far, surpassed our goal.”

United Nations Development Fund for Women (UNIFEM) is the women’s fund at the United Nations, promoting women’s human rights and gender equality in over 100 countries.

A favorite of stars like Rihanna, Thandie Newton, Mischa Barton, Lindsay Lohan and more, Williamson will bring his bright prints to H&M by April 23rd. A second collection, to be released in mid-May, will include both men’s and women’s clothing.

Look at those foreheads move!’ I mean, he has this amazing furrow here (points to a spot between her eyebrows) which wasn’t as prominent then, and this (points to the wrinkles on her own forehead) is much more prominent in me now. I just love seeing those things. I am enjoying my face changing, as well as realizing that at the same time, as you get older, the machine isn’t as well-oiled as it was.”

How did that dynamic play out when working with Leo? Sam would try to surprise me or surprise Leo when we were doing scenes together, and because Leo and I do have sort of an almost telepathic connection, because we’ve known each other for such a long time and have remained friends consistently over all of these years, I know how Leo thinks, I know how he works, as he does with me. Sometimes, in order to just twist the scene around, Sam would quietly say to Leo, ‘Just surprise her; try this thing.’ Or he would come to me and say, ‘Try this — don’t tell him you’re going to do it.’ So he would have to do that, so that Leo and I were able to keep it fresh and alive.
